The Board of Cooperative Higher Education Services (B.O.C.H.E.S.) was established in 1989 in accordance with Wyoming Statutes in which BOCHES (or BOCES) are allowed to be created by partnerships between school districts and their nearest community college to provide educational services that are not specifically being provided by either of them and to provide a funding mechanism to pay for the services. From inception, B.O.C.H.E.S. has been focused on providing higher level education opportunities to students and citizens in Campbell County, including adult education, job-specific training, and career technical education support . Since 1995, when the legislature approved the Post-Secondary Enrollment Options Act authorizing dual credit class offerings, B.O.C.H.E.S. has supported efforts by Northern Wyoming Community College District - Gillette College, initially, and now by Gillette Community College to provide enrollment to high school students to gain college credit while also gaining credit toward their high school diploma.
